BASIC ELIGIBILITY REQUIREMENTS
1 PURPOSE

1.1 Racer safety (e.g., discourage racers from racing in a higher class then they're qualified for).

1.2 Have our racers be competitive at the finals (i.e., we will try to legally keep racers in the lowest possible class).

1.3 Increase participation (e.g., all finishers are eligible for points).

 

2 DEFINITIONS

2.1 For the purpose of these rules, the word Skier will mean skier or snowboarder.

2.2 Unaffiliated Racers: Not a member of a Rokka Club. Unaffiliated racers pay a race fee, but are not eligible for points nor awards. Unaffiliated racers are also called “Open Racers.”

2.3 First-Time Racer: A First-Time Racer (FTR) is a racer that has no valid finishes in FWRA-sanctioned race within the rating period.

2.4 Handicap: A racer's Handicap is a number computed, as below, as provided in Far West Racing Association ("FWRA.") Championship Race Rules that expresses the percentage by which the racer's time in a particular race exceeds the theoretical zero par time (that a racer with a zero FIS Handicap would ski that particular race course) established for that course.

The formula for figuring handicaps is as follows:

HC = 100[(T/ZP) – 1]

Where: HC = HANDICAP

T = RACER’S TIME

ZP = ZERO PAR TIME

2.5 Zero-Par Time

The formula for calculating the zero par time is as follows:

ZP = PT/ [1+ 0.01(PR)]

Where: ZP = ZERO PAR TIME

PT = PACESETTERS TIME

PR = PACESETTERS FAR WEST HANDICAP RATING (HR)

A fudge factor may be used to account for differences between courses

2.6 Rating Window: The Rating Window at the beginning of the year shall consist of a period of two years prior to the upcoming FWRA finals, and shall cover all FWRA League races, two L.A.C. Championships, four races of the two FWRA. Championships, and any officially sanctioned races at the Far West Ski Association, USRSA, and L. A. Council ski weeks within two years immediately preceding the upcoming FWRA finals.

2.7 Age Classes: Racers are classified as Juniors and Adults. The adult classification is further divided into Open and Veteran age classes.

Junior: A person under the age of eighteen (under 18) on November 1 of the current season.

Open: A person eighteen, (18), years of age or older on November 1 of the current season. (This used to be called “Senior”).

Veteran: A person forty-five (45) years of age or older on November 1 of the current season. Even though eligible to do so, a person is not required to race in a Veteran classification.

2.8 Skill Classes: Skill classes shall consist of beginner, first-time racer, unrecables, junior 1 (J1) and junior 2 (J2), snowboarder, and 10 technical classes based upon the racer’s handicap.

2.8.1 Beginner Class: Beginners have no Handicap Rating. They are skiers who have been skiing for less than a year, or, if they have been skiing more than a year are not yet proficient enough, (snow-plowers only) to be in the next higher Class. Beginners who exceed the requirements for the beginner’s class will be bumped up to skill level 10 for the next race.

2.8.2 First-Time Racers: There shall be two first-time racer (FTR) classes. One shall start from the top start, and one from the lower start.

2.8.3 Unrecables: There shall be one class for the physically challenged racers.

3 MANAGEMENT

3.1 The Rokka Board is the governing body for all Rokka events. The Rokka Board shall be comprised of one person from each of the member clubs and the following elected people; president, vice president, treasurer, and secretary. There will also be an appointed person to handle the awards, and a person to be the statistician.

3.2 Changes to these rules shall be approved by a majority vote of the Rokka Board.

3.3 Race Official: The Rokka Board of Directors shall appoint a person to be the official at the top and a person to be the official at the bottom of each course.

4 ELIGIBILITY

In order to compete on behalf of a member ski club in any Rokka competition and in order to earn awards and score points for that club, a person must satisfy the following requirements:

4.1 The person must be at least eighteen (18) years of age on November 1 of that current season, except if the competition has a specific "Junior" category, in which case the Junior participating will also earn points in the competition for any member club.

4.2 The person must be a paid applicant, affiliate or member in good standing of a Rokka club or prior to the race.

4.3 Professionals shall not be eligible to compete within their discipline. A "professional skier" (or boarder) is one who earns income (other than solely on weekends) as a ski instructor, a ski patrolman, or due to his skiing or racing ability.

4.4 Any racer who fails to check in before the close of registration on the day of the race will be ineligible to race, except those that have purchased permanent bibs. No bibs will be issued after the close of registration. People who have purchased permanent bibs will automatically be registered and seeded for each race.

4.5 A racer must race for the same Rokka club for the entire season. The only time a racer may change his club affiliation is prior to his/her first race of the season, or with approval of the Rokka Board by majority vote.

4.6 An individual belonging to more than one Rokka League club may race for only one club during one season. That club shall be known as the racer's HOME CLUB for that season.

4.7 The basic definition of eligibility for Rokka competition is not intended to prevent the adoption of additional restrictions and requirements by the authorized Rokka Representatives with respect to a particular event or sport.

5 Points

5.1 Racers in each Class will earn points for their club in accordance with the following schedule:

After 10 starters, first place gets points equal to the number of starters.

5.2 This schedule applies to all Classes except Beginner and First Time Racers. Beginner racers compete for trophies and participation points only. First Time Racers receive only Participation points. A single (1) point shall be awarded for finishing.

5.3 The maximum number of racers from a club counting for club points in any one Class shall be limited as follows:

5.3.1 Classes with 21 - 54 starters, only the top 3 finishers from the same club shall count for club points.

5.3.2 Classes with 20 or less starters, only the top 2 finishers from the same club shall count for club points.

5.3.3 Where one or more finishers in a Class is denied club points pursuant to 5.1 above, the club points in that Class that are denied shall be moved down to the next qualified finisher.

5.3.4 All racers shall receive the trophy for their place but the club points shall be awarded as per 5.1 above. In applying the point schedule set forth in 5.1 above, any finishers disallowed shall still be counted as starters.

 

6 Awards

Awards shall be awarded as follows:

1 - 2 starters 1st place award

3 - 4 starters 1st and 2nd place awards

5 and over 1st, 2nd, and 3rd place awards

Trophies are awarded to juniors; medals for snowboarders, unrecables, and classes 8, 9, and 10; and zots for classes 1-7.

 

7 STARTING

7.1 Valid Start

7.1.1 A racer must have both ankles behind the starting gate or line. A racer must assume a stationary position in the starting gate before starting.

7.1.2 When stopwatches are used, the racer must move through the starting gate on or 1 within 1 second after the "GO" signal. A countdown of 5 seconds shall be given.

7.1.3 When electronic timing is used, the racer may start during the countdown from 3 seconds before "GO" until 5 seconds after "GO."

7.2 False Start

7.2.1 A False Start is defined as a start earlier or later than the prescribed time.

7.2.2 The official starter has the responsibility of declaring a False Start and recalling the racer.

7.2.3 A single False Start shall be permitted, providing the racer exits the course immediately upon being recalled by the starter.

7.3 Missed Start: If a racer misses their start, but their class is still running, the racer will take their run at the end of the class. If a racer misses their class, they will take their run at the end of all classes on that course. If a racer misses their start for their course, they may race at the end of the next course, and have their handicap fudged to the correct course, but are not eligible for points or medals. If a racer misses their start, and they were scheduled to race on the last course of the day, they are scored as a DNS.

7.4 Start Orders: The start order shall be Women, Men Vet, Open, Skill 1 through Skill 10, except Junior 1 and Junior 2 shall go first on their course, Snowboarders shall go last on their course, and FTRs shall go first on their courses. The number of courses, and which classes race on which courses are a function of number of runs, number of racers, race type, snow conditions, and weather conditions.

 

8 DISQUALIFICATIONS

8.1 A racer shall be disqualified if he loses a ski during the race, except the last four gates (last three gates and finish gate) where the skier shall be allowed to complete the course with one ski.

8.2 A racer is disqualified for missing one or more gates or the finish line. A racer shall be disqualified for missing a gate if both feet and both ski tips do not pass through the imaginary line between the poles, except the last four gates as described in a) above.

8.3 A racer will be disqualified for going through even one (1) race gate at course inspection. The only exception is when a race official or Race Department employee requests, for course grooming purposes, that you side slip or snow plow the course. A racer will also be disqualified for shadowing the course at any time. The sole exception shall be a racer skiing alongside the course for purposes of aiding an inexperienced junior racer in navigating the course. Free skiing on the race hill parallel to the course shall be grounds for disqualification.

8.4 Any racer who skis through the finish or starting gates, except when actually racing, will be disqualified.

8.5 A racer will be disqualified for failure to sign a Rokka Race Release form, and his/her club will lose all points that person may have earned.

8.6 A racer may be disqualified for unsportsmanlike or reckless conduct at the discretion of the Rokka club representatives.

8.7 A racer who interferes with another racer on the course may be disqualified. An overtaking racer doesn’t necessarily have the right of way over the racer below them, and a racer that slid off course and gets back on course should verify they have enough time to get back on course and finish their run without interfering with the racer behind them.

8.8 A racer who receives physical assistance during the race shall be disqualified. (Exception for handicapped Unrecables).

8.9 A racer who falsifies or makes misrepresentations on the race registration or release forms shall be disqualified.

8.10 A racer may be disqualified for refusal to work on the race course at the request of a race official.

8.11 A club may be penalized for failure to provide workers.

8.12 If a racer doesn’t wear the bib they were assigned, they shall be disqualified.

8.13 A racer that follows the instructions of a Rokka Official or a Mountain employee may not be penalized, even if the instruction contradicts a Rokka rule.

 

9 OFFICIAL VS. UNOFFICIAL RESULTS

9.1 Results used on race day to hand out trophies and announce winners are unofficial results. Results are certified as official at the first Rokka meeting after the race.

9.2 Any errors in the distribution of trophies and club points will be handled in the following manner:

9.3 Club points will be readjusted per the official results.

9.4 Replacement awards will be ordered as necessary so the official winners receive them.

9.5 Any racer erroneously receiving an award from the unofficial Rokka results may keep the award.


10 RACE COURSE TYPE AND DESCRIPTION

The race course type, locations and starting times will be determined by the Rokka Board and will be announced at race registration.

 

11 SEEDING AND CLUB RACING ORDER

The Rokka computer will randomly seed all racers.

 

12 PROVISIONAL RUNS OR RERUNS

A provisional rerun shall be granted with an acceptable excuse, (e.g., obstruction on the course by another skier, equipment, absence of a gate, etc.) or the failure of the timing equipment. In the case of a racer claiming obstruction or interference during his run, the racer must ski off the course as soon as the alleged obstruction or interference occurs and immediately confirm with a race official at the top or bottom of the course that such interference or obstruction has occurred. If there is any dispute or uncertainty as to the obstruction or interference, the racer should immediately locate witnesses supporting his claim. Where these procedures have been followed, the racer will be granted a conditional rerun even if there is controversy as to whether obstruction or interference has in fact occurred. However, if the racer does not promptly ski off the course when the obstruction or interference is claimed, such racer will not be granted a provisional rerun. When granted a provisional rerun, the racer's first run is automatically forfeited. The person given a rerun may race immediately upon return to the start.

Any race official may grant a provisional run or rerun.

 

13 PROTESTS

13.1 Protests shall be reported to the Chief of Race or Chief of Finish as soon as possible after completing the race and be recorded no later than one-half hour after posting the disqualification list.

13.2 All protests, including provisional runs or reruns, will be reviewed and approved or denied at the protest meeting. The protest meeting will be held immediately following the race. Unless otherwise specified, the protest meeting of the Rokka Representatives shall be held prior to the award presentation.

 

14 STANDARD RACE

Zero par calculation will be obtained using the FWRA. pacesetters and their current FWRA. Handicap Rating. 122% of the zero par will then be used as forerunner time and the following percentages of the forerunner time will be used for awarding medals:

15 ROKKA DUAL

15.1 Participants in the Rokka Dual qualify in the Standard Race, run prior to the Dual. The courses shall be set as evenly as possible. Differential racer time at the finish will be used for scoring.

15.2 A disqualification on the first run will count as a 1.5 second penalty for the second run. Falling, skiing off course, missing a gate, interfering with the other racer or barging at the start will result in a disqualification for that run.

15.3 A disqualification on the second run constitutes an automatic loss.

15.4 A DNS on a first run is a 1.5 second penalty; on the second run, a loss. In the event both racers fall during a run, the racer who completes the most gates wins that run.

 

16 MIKE LEONARD STANDARD RACE

The Mike Leonard Standard Race will be held on the last day of Rokka Race Camp (Friday). Only people who attend Race Camp may win the Mike Leonard Trophy and only on the first of the two courses. The following rules shall apply:

16.1 FIRST COURSE:

16.1.1 Skiers in 100% race classes will race first. Class order will be determined by the Mammoth Mountain Race Department.

16.1.2 Next will be the upper 50/50 classes, not to exceed a total of 125 racers on the first course. Race order will be determined by Mammoth Mountain Race Department.

16.1.3 Next will be non-Race Camp racers in Rokka skill Level Class 5 or higher, up to the limit of 125 racers on the first course on a first come first race basis.

16.2 SECOND COURSE:

16.2.1 On the second course the rest of the 50/50 classes will race first. Class order will be determined by Mammoth Mountain Race Department.

16.2.2 Next will be the 75/25 classes, and then the 100% ski classes.

16.2.3 After everyone in Race Camp has had a chance to race once, then anyone not in Camp, Skill Level Class 6 or lower, can race on a first come first race basis.

16.2.4 Anyone who would like a second run may do so only after everyone has had the opportunity to make a first run, subject to approval of Mammoth Mountain Race Department.

16.2.5 All out-of-camp racers, and anyone wanting to make a second run will be charged a fee to be determined by the Race Camp director.
